Responsibilities:
• Plan, coordinate, and manage all procurement activities across DCL programs and departments.
• Implement and regularly update the DCL Procurement Manual, as applicable.
• Review and verify purchase requests to ensure clarity, accuracy, and completeness.
• Prioritize and handle procurement needs in coordination with relevant internal teams.
• Prepare and issue Requests for Quotations (RFQs), Requests for Bids (RFBs), and collect quotations using transparent and accountable methods.
• Conduct bid openings, prepare bid evaluation matrices, and organize procurement committee meetings.
• Draft and issue contracts with vendors, ensuring all terms are clearly defined, including delivery, warranty, penalties, and insurance.
• Issue purchase orders and follow up on deliveries to ensure timely and accurate receipt of goods and services.
• Oversee the delivery and inspection of products to ensure compliance with DCL and donor quality standards.
• Prepare procurement memos and maintain complete and accurate procurement documentation.
• Develop and update a supplier database and regularly monitor price lists and market trends.
• Ensure all procurement actions comply with donor rules and regulations as well as Lebanese legal requirements.
• Maintain a procurement tracker for current and upcoming procurements and provide regular updates to management.
• Collaborate with program managers to align procurement activities with project timelines.
• Annually review and update the Procurement Manual to incorporate regulatory or operational changes.
• Ensure accurate and timely processing of procurement transactions using DCL’s ERP system.
• Maintain vendor records, purchase requests, and procurement documentation through the organization’s digital procurement platform.
Qualifications:
• Bachelor’s degree in Business Administration, Supply Chain Management, Logistics, or a related field.
• Minimum of 3 years of professional experience in procurement, preferably with NGOs or international organizations.
• Fluency in both Arabic and English (spoken and written).
• Strong command of Microsoft Office applications, particularly Excel and Word.
• Solid understanding of donor procurement regulations (e.g., WFP, UN agencies, or similar).
• Familiarity with local market conditions and supplier networks.
• Proficiency in ERP systems — experience with digital procurement tools is an asset.
• Ability to manage the procurement process independently and efficiently.
• Excellent organizational, planning, and time management skills.
• High level of integrity, attention to detail, and ability to work under pressure.
• Strong negotiation, analytical, and communication skills.
• Team-oriented mindset with the ability to coordinate effectively with internal stakeholders and external vendors.
